Experiencing problems with assighning articles to categories in Jira Service Managment project. The error message states to try again in a minute, but the problem seems to be fairly consistent.

When it comes to Categories, currently, there is a limit of 20 categories and 50 articles per category. When the limit reaches it shows the error you mentioned.
There is a feature request suggesting improvements for that:

If that’s not the case, can you please let us know if it happens when adding any article to any category?
Can you create a test category and add an article?
Is it affecting other project administrators?
Have you tried using another browser?
