How can I require to add comment when a non-license approver decline the tickets?I need it to see the reason why approver decline the ticket.is this possible?

There is not a native solution for that at this time. As per this earlier post from 2025 there is an open change request for this feature.

I see in the comments of that request that an app vendor has recommended using their app to obtain that functionality.
