Approval step being skipped when trying to deploy AWS resource

Hey all , im new to Jira and need help with an issue
I have a problem when trying to provision an AWS resource from a Jira request .
The problem is that I've created a workflow with approvals , and it goes straight to provisioning and skipping the approval stage .
This is the workflow:
when I launch a request , it immediately start to provision the instance instead of waiting for my approval ,
Can you please help me understand what im missing ?
