Anonymous *and* Logged In User Access to Knowledge Base

It seems that when I configure a Knowledge Base in JSM and connect it with a space I can either allow Anonymous access or Logged In Users.  I'm trying to setup JSM for external customers.  So right now it seems I can only allow one group or the other which seems counter intuitive.  Why wouldn't logged in users also be able to search for articles that are available to anonymous users?  Is there a way to set this up?

So that just gives permissions to allow admins to set the permissions for logged in users or anyone (which are both enabled for me).  However in the JSM space config you can only configure either logged in users or anonymous to have access, not both!
