I just want to make sure, i have set a ticketing portal and i want to know if it possible in the "Free Jira plan" for aonymous users to access knowledge base information without logging in?

Yes, you can do this by going to Products > Jira Service Management > Knowledge base permissions and toggling for Anyone on

When you hover over these toggles, does it say anything? Like the reason you cannot do it?

This does make sense, it is doable, but I wouldn't recommend this, since the anonymous access will enable anyone on the internet to see all of your pages. If you, however do agree with this, you would need to Global permissions in Confluence and allow anonymous access.
If you are not a Confluence administrator, ask your colleague to do this for you.
