I'm JSM admin with free plan assigning another account as an admin so that the other admin can create issue in custom field. However, the admincan see only personal settings rather than Jira settings.Can someone clarify me on this or I mistakenly configure?

Looks like you didn't grant your user admin privileges. Please take a look on this doc (https://support.atlassian.com/user-management/docs/give-users-admin-permissions/) and re-check your actions.
