Adding comments to exiting calls, instead of creating new call

From the rules I do understand that email headers link mails being re-used to original calls.  We are having a hard time getting users to understand this.  Is there not a way to include a rule that bypass this rule, if old call is in Status "Closed"?

Not sure I understand your question, could you clarify what you're trying to do in relation to emails/calls?
