These are field locked by Atlassian or third part app and you can't edit in order to avoid problems.

Hi @Yuna Qi,

As both @Nic Brough -Adaptavist- and @Alex Koxaras -Relational- rightfully mentioned, these are custom fields. The lock only means that you cannot change the configuration of the fields themselves, but you can perfectly use them, like any other custom field in the list.

If you edit any screen (in jira administration > issues > screens), you will see that you can perfectly add these locked fields to your screens as well and use them to enter data.

These are locked fields, not issues, and they are locked to prevent us mis-configurung them.

Why do you think you want to unlock them?

You can't. These are fields locked by Atlassian. What do you want to achieve? Maybe there is another way.
