We have a user that is trying to assign a ticket. Our permission helper says the user does not have permission to assign users, but the user has all of the roles and permissions specified in our permissions scheme. We have tried granting the permission to the specific user but it is still unable to assign the task. Only our super administrator accounts are able to assign.
Is there a fix for this?
Could you perhaps share the output (redacted if needed) from your permission helper (and maybe even your permission scheme?

If permission helper says “cannot assign” despite scheme settings, check all three layers:
Also verify no workflow condition/validator blocks assignment in the current status. A quick test is to clone the permission scheme to a sandbox project and compare behavior with the same user.
