You can't delete your account yet because it is the last billing admin for an active subscription. Go to admin.atlassian.com/billing and either add a new admin under Billing permissions (so they can remove your access) or fully cancel the service under Subscriptions > Manage > Deactivate.
Once the billing profile is either transferred or closed, your account deletion will go through. If you get stuck, reach out to Atlassian Billing Support since the community can't alter billing roles, and please be sure not to post any private billing details here.
