I'm trying to utilize the Ticket Template feature to clean up and better direct these CISA / Critical vulnerability tickets that are generated by PSA Ticket automation. However, I can't seem to find where we apply ticket templates to the PSA tickets.
Can someone point me in the right direction or show me what I'm missing?

can you explain what do you mean with Ticket Template feature? can you provide more informations?
In CSM there isn't any template. if you are meaning populate a form/issue you sholud map each field in PSA automation who raise the ticket.
