some users cannot log in with google account

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
Description: we are adding users via a google group and syncing the group to Jira.
Some users, when they attempt to log in with Google are asked to create a password while others are not. These users are the redirected to a screen that looks like the attached.
Are duplicate users being created? Why would some users be asked to create a password while others would just be logged in and go directly to their destination?
