"Remove User" option is missing from directory - free plan

According to
https://support.atlassian.com/user-management/docs/remove-or-suspend-a-user/ there should be an option to remove users. It is not showing, and I would like to completely remove some users so they do not appear in the directory. It is not enough to remove access.

You are missing one step, you need to go to the user page.
Click on the username, you will see the profile pic on the left. Then remove in the upper right menu.
