What kind of validation is requested?
If you are talking about the One Time Code that should be emailed to them, if you didn't configure an external user policy then that should just be the first time.
It's a bit of added security if the account logs in from a new/unknown device or location

This will be a difficult problem to troubleshoot for the Community. Please tell us more.
Are you using Atlassian Guard? Does the authentication contain MFA settings? Or perhaps an external IDP is being used like Entra ID which requires MFA?
If this user's account is not part of your managed accounts settings of his own company might apply.
Is this a JSM portal customer? What is the user trying to access? ...
