We have an account set up and have verified our domain. We are running into the problem of having too many TXT records in our domain. Can we safely delete the atlassian record, or is it required to be there as long as we are using atlassian tools?

Yes, you need to keep the Atlassian record as long as you are using it, if you remove it your domain will become unverified.
Unfortunate. TXT record sprawl is real... There needs to be a better solution.

If you have to many records, you need tp see what the records are for.
If the records are used for domain verification in an application then you need to retain the text record or the domain will become unverified for this application as said by @Mikael Sandberg
This is not related to Atlassian, but to any toll where you need to verify a domain.
