"As an Australian company, Atlassian is exempt from withholding taxes in some countries like the United States. For compliance reasons, U.S. customers may wish to obtain a copy of Atlassian's W9 form; or for non-U.S. customers, the Australian Taxation Office Certificate of Residency for Atlassian. If you plan to withhold tax on your purchase, please contact us prior to making payment."

The Australian tax office certificate of residency there is for 2024 though. Recommend to reach out to support  https://support.atlassian.com/contact/#/ for 2025 one.
