I logged in from a new computer, and the system requires email verification. However, I have not received any verification email in my inbox or junk folder.

You might be blacklisted.
Ask you Atlassian administrator/Jira administrator fro help.
He/She, even might need to reach out to Atlassian to remove your mail from a blacklist.
