Move or copy projects to another account

Our team has recently split into two separate departments, and consequently we need to move entire projects from one account to another. Can this be done, and does it retain all the history logs and current status' of each job?

Either that, or is it possible to duplicate all projects/jobs from one subscription to another subscription account?

Which application is it?

Assuming JIRA, see https://confluence.atlassian.com/adminjiraserver071/restoring-a-project-from-backup-802592982.html although there's probably more that you need to think about.
