If you Move a user from Suspended to Active then to De-activated - License used?

If you Move a user from Suspended to Active then to De-activated.

In order to move a user to deactivated, you have to restore access to the user (which could be considered a risk), then you have to deactivate the user.

Does the reactivation therefore add a count to the licenses for that month !?

Scenario: we have always put the users into Suspended.

we now want to be able to move the users into Deactivated but do not want to incur a spike in costs for an admin task.

Shouldn't you be able to change a user from suspended to Deactivated and save time and effort making them active to deactivate them !!!?????

This is an improvement request too ;-) for Admin functionality.

Hey Matt,

I completely understand the frustration here — it really does feel counter-intuitive that you have to reactivate someone just to turn around and deactivate them. It’s not only extra work, it also feels like an unnecessary risk, especially when you’re trying to keep access tightly controlled.
