Are you looking to keep two separate sites but manage them both under the same organization? If that is the case, please note that is only possible with an Atlassian Cloud Enterprise subscription.
If you what to merge the sites together, (without knowing what product, I will assume Jira for now) you are going to need to perform a Jira Cloud to Cloud migration. I'd recommend starting here for that:
