Do deactivated users count up to Atlassian licenses?

Hi team,

we are struggling in getting Entra ID disabled accounts out of Atlassian groups.

We use SCIM to synchronize Entra ID groups with Atlassian (Jira and confluence).
As soon as we disable a user in Entra, Atlassian sees it deactivated but we can't remove it from the group in Jira who is granting a license.

We are implementing a very cumbersome process of Enabling back the account, remove it from the Synchronized group and then disable it again once the account has disappeared from the Atlassian cloud platform.

We are doing it to avoid spending licenses for disabled users.

How are you dealing with it?

That said, the question is  "Are we doing it for nothing? Are disabled accounts counting up for cloud Jira and Confluence licenses?"

Hello @Marco Mariani 

Once the user gets disabled from the Atlassian side, automatically they are not counted towards any license.

Hi Nicolas, 

They get deactivated by the SCIM, reading Entra ID status.

Is this the same as "gets disabled from the Atlassian side"?
