I have a 100 user license. How do I go about getting a developer server license?

You have a development licence attached to your account if you go to my.atlassian and look at your list of licences. There's a link to generate one beneath the full licence details on the right.

If you want to develop a plugin you get automatically a developer license when you run "atlas-run" in your SDK environment.
