Can't create account with custom email domain or Google OAuth

When I try to create a personal Atlassian account using my personal email with a custom domain, I get the error message "The provided email address is not allowed, please use a different one." 

I found a post with a similar issue: https://community.atlassian.com/t5/Bitbucket-questions/I-can-t-change-my-email/qaq-p/2663373

When I try to create an account using OAuth from my Google account, it failed and said "we're working on it, please try again shortly."

Any input is appreciated!
