Can FIDO2 and TOTP 2FA be simultaneously active? If not, why?

In https://id.atlassian.com/manage-profile/security/two-step-verification, how can I have TOTP and FIDO2 2FA simultaneously enabled? If that's unavailable, why...?

The reason I ask is that some clients don't support FIDO2, so I want TOTP as an alternative fallback. They're identically secure, but TOTP is evidently less convenient.

According to this document you "can enable one or more verification method" after enabling 2FA.

According to this issue's comment from 2024 FIDO is supported for Atlassian accounts but at the time enabling two methods was not. But the doc above indicates having multiple methods enable is supported.

Google AI says TOTP is supported but I haven't found is called out explicitly in documentation.
