Atlassian marketplace team invite issue

I'm trying to invite a contractor who is outside of our organisation into our organisations team on atlassian marketplace 

So that he can assist with submitting our integration for review on the Atlassian integration store

He has registered to atlassian, however, it is not allowing me to invite him into our team.

Curious if there is an immediate fix to this that I'm missing potentially? I made a new organisation for this new app (different name to our company entity) but am still struggling

I'm only partly familiar with the user management of Atlassian Marketplace Vendor accounts. That being said, I'd suggest to create a support ticket here: https://support.atlassian.com/contact/#/
