Could you give more context? Where do you want to delete the accout or change email address?

If you mean your atlassian account you should contact Atlassian directly, since the sales team is the responsible for these changes.

I have 2 different accounts with wrong email addresses. I want to change email address for one of them and delete the second one.

Yup, definitely contact atlassian directly. Email to Sales at atlassian dot com will do it (include details of both accounts)
