3. Is it concurrent 50 license or only 50 fixed user license. We can create (say) 100 users but only

If we buy for 50 license, can we create 100 users and use 50 user at a time...

It is a fixed user licenses.  Only 50 users can have licenses and access your applications.  If a user leaves your company or you would like to reassign the license to a new user do to job change,etc. you can do that.
