Can anyone please let me know if i can create a manual report in jira like below and manually modify it directly like in excel?
Below is an example of the report i need.
Can anyone please let me know a worksheet like above is possible and how can i acheive this? All the contents to be edited manually and i dont want it to fetch from any project or issues.

You cannot do it without writing a plugin.
But before you try to do it, May I ask the use case behind it? You can already do pretty much all of this in issue navigator or on a rapid board. Sometimes using inline Edit or sometime using thr Edit dialog.
You need to understand that JIRA is a different tool, not Excel, and there are different ways of doing this.
