setting board rule to sort lists by recently updated cards

I'm having trouble making the board button to function for the whole board. It's only giving the option for one list to be affected by button. I want when a change or comment happens to the card then the list will update the order by sending the card to bottom to show top of list needs attention.

Instead on Creating a button rule, you can opt for Rules, Then card Content Rules like below

You can use the Rule when a comment is made to a card by anyone then add actions to it
eg
Move the card to bottom/top of the list.
