On Mac & PC, it's not possible! It's only possible with mobile/tablet devices or where ever mobile/tablet device apps are allowed to run!

This is a problem with the app.

 

Is it possible to develop the application?

In the mobile/tablet devices, you have the option to save things offline!

Yes, Definitely! Trello app is being updated everyday continuously!
