Workspace admins not automatically board admin?

I'm administrating a workspace on Trello (free), and noticed that on one of the important boards I wasn't an admin. The board was created by another member that's also a workspace admin. They probably don't need to be a workspace admin, but I can't change the permissions (free version).

Is it intentional that workspace admins aren't automatically board admins on boards?

No, workspace admins aren't automatically admins of every board in the workspace, if the workspace is free. If you want to upgrade yourself to admin of this board, I'd recommend starting a Premium free trial on this workspace, during the trial, you can make yourself an admin on any board in the workspace.
