Why don't I have the button to add a video

I have watched the tutorial to add a video on Trello card but there is no button on my card? Is it a paid member only feature? Thank you.

That was in an integration with Loom.  If you sign up for loom.com then they will add a Loom button to your browser that you can use and if you paste the url of the loom video as a title of the card it will give you the same result. Not many people used the button on the front of the card so we removed it since the browser button from Loom does basically the same thing.
