Why can I not receive notifications?

Notifications are not coming to my inbox. I have gone through this https://trello.com/test_notifications and received the email from Trello confirming my emails can receive notification. Then I sent this comment https://trello.com/c/CSOYM87D/1658-test#comment-642d8d582c703a686046170a via Trello and no one has received the notification. What else should we do?

To receive notifications of certain actions on a card, you must be watching the card, list, or board where the card is or you have to be a member of the card in question
