What qualifies as a User?

Both the Business and Gold Plans are per User. What is a user? 

Are members users?

Are teams users?

Atlassian Team members are employees working across the company in a wide variety of roles.

Team Members are users. 

There are also board guests - people that are added directly to boards but not to the team. If they are only on one board, no charge. If they are on more than one board, normal charge.
