I have read every thread on this subject and it is absolutely unclear how this works.
To wit: I have read that any member that has been added to only ONE board is automatically a GUEST and will NOT add to be BC billing.
And yet...when I add a single board member

Why has Trello (Atlassian) made this process to difficult and opaque?

The member in your screenshot was added to workspace, so they are not a "guest", they're a full workspace member, and are billable as such.
If you just remove them from the workspace (not the board), they will be a single board guest, and no longer billable.

I’m not 100% certain but I think by default this should work but maybe on the settings page for the workspace, the setting was changed that allows this: see https://help.trello.com/article/992-the-workspace-overview the settings tab

Yup, that was the culprit.
"Inviting guests to boards" was set to workplace members.
