We are finding that some people can see member avatars, while other cannot - and there is no consistency in this - some members can see the avatar for 'X' member, however, some other member cannot see that same member.

Community moderators have prevented the ability to post new answers.
@Russell Montgomery Yeah I've noticed this happening too, if you go to the Atlassian profile for that user and upload the image again it seems to sort it out.
