I have a client that has a small number of Service Management users (10) but the entire company (~150) will be service management customers. Based on the documentation, I understand that an Atlassian Access license isn't needed for someone who will only be a Service Management customer, however, many of these customers are also Trello users. They don't necessarily need to be managed at this time in terms of their Trello access and usage, but they should be managed with regard to their Jira customer access.
Is it possible to manage them as customers without needing an Access license, since they are also existing Trello users? With the current setup, it seems we would have to have Atlassian access set up for all 150 users.

What I will say from Trello's side is if you want a user to not be billable in Access if they have a Trello account is to put them in a non-billable policy.
