Is there a taskbar notification feature for PC?

Hi, I've researched this but can't find any answers for PC, only MAC.

I would like to know if there's a feature to see either a number notification or colour in the desktop app icon?

I'm referring to something similar to apps like Skype that turn the icon completely orange with a notification, or even just like outlook with a small change in the desktop icon to show you have an unread email.

If anyone could help with this that would be great :)
