Yes, you can work offline with Trello!

Trello is online available offline on mobile devices through the Trello app!

First You have to create a board online then using the Trello app you have to make the board available offline! But make sure to sync your board online so that your data stay safe from getting deleted by mistake!!

So far, it's only available for iOS/Android, not for e.g. Windows.

Only as far as you can email in cards to the board, so you can set up emails to send and post on the board once your back online.  You can also add comments directly on a card.

You can find the email address of board on the right "more" and on each card under "share".
