In Trello, when using Butler; are commands always being ran?

I looked up my quota for Butler and it said I had a limit of 2200 commands. I had the question of, are my commands being counted each day even if they don't get used?

I.e. I have a command that if a due date is added to a list, sort the list in ascending order. So, if say I didn't add any new due dates in that day, would Butler still count it as a command being used for that day because it was active? 

Would appreciate it, if any of you guys were able to help out.

Every press of a button, triggering of a rule, or scheduled command execution counts as a command run. You can read more about that here: https://help.trello.com/article/1181-butler-features-and-quotas
