How can I reactivate a user if it doesn't appear in the members page?

When I try to add a user I get a message that this user needs to be reactivated first. However this user isn't a member of any board or workspace.

Thanks for reaching out!

It's possible that the user's Atlassian account has been deactivated.

When they attempt to log into their account, they should see a message stating that an email has been sent to them with reactivation instructions.
