I want to specify this rule below but can't find appropriate commands. I can implement the first two lines, but not the last one. Does anyone know how to do it?
If (this list) has exactly 10 cards,
archive all the cards,
then copy all the cards from (that list) to (this list).

In general, it isn't possible to copy a list that is archived. A list needs to be active to be copied. However, for both of your actions, it isn't possible to do these across a bunch of cards or for a list. Using the trigger "when list XYZ has exactly X cards", you will be able to create actions for the last card that is added so that this can be copied and then archived.
