Do I have to upgrade my account to allow public edit access to my boards?

I am wanting to provide public access to my board to edit/add cards, tasks and details but seems the only way for people to access it is for people to become members? Is there a setting I am missing?

Kyle, you are right to edit and add cards on a board, the user has to be a Trello member.
