IA collaborator is a member of one card and an observer on another card. In this case, does it count for billing purpose?

Hi @Guilherme Silva - welcome to the Community.

If someone is added to two or more boards in your Premium Workspace, they will be a billable user, regardless of whether they're an admin, member or Observer on the boards they've been added to.
