Can photos upload to a card when the app is not open?

When I upload photos and leave the app (with background refresh on.) my photos do not complete uploading until I open trello again.

Hey Jacob, 

I'm not familiar with your case, what do you mean by "with background refresh on", I think it'd be best if you open a ticket through www.trello.com/login 

It'd be nice to have a record of the problem, can you open a ticket with it?
