Thanks @Dreamsuite Mike I was able to use this info to rehabilitate my frozen school parents Trello. While I'm a fan of Atlasisan's general approach to licensing The ingestion of Trello and the changes to the licence regime obscured the benefits for me for some time. It has corroded my expectations.
So to those reading this after me. yes it can be done, you can have one user paid and many guests. Now you just need to decide how to manage security and governance.

Step 1 clean out your multi board guests, those days are over. you can do this by using the MEMBERS view in the Board or Workspace nav bar on the left.
Step 2 decide what you need to do with 2FA, bearing in mind some users will very likely have other Atlassian product accounts from work or other orgs.
Step 3 find a way that fits into the culture of your people to spread the licensing costs. I'm going with user pays, ie more boards more contribution.
Step 4 IF you run into limits, ask for help.
