Can I transfer Butler rules to a new user?

The person who set up our Butler rules left, and we removed her from the board.  Now the rules she set up no longer work.  Can we move/transfer the rules to a different user or generic account?

Yes- You can put them in command libraries by tagging them, then press the command library button in the top right corner, share the library on the original account, then import them from the other account with the same button in top right corner

There seems to be no command library when I go into the automation tab.
