Please make sure that the specific board is within your Premium Workspace. Advanced checklists (ability to assign members and due dates) is only available on boards within the paid Workspace.

If your board is outside the Premium workspace then please move it to your Premium workspace https://support.atlassian.com/trello/docs/moving-a-board-to-a-different-workspace/
