Why the partial outage of a API call was not recorded in Statuspage?

Partial Outage for accounts was recorded in activity log but not in status bar.

We have got a warning (HTTP code: 403) at 09th Jan 2022 at 11:47:06 AM in UBN Ebanking Retrieve Accounts in APIMetrics, but there was no Partial Outage recorded in Statuspage (Component name: UBN AISP Retrieve Accounts - Ebanking in  Component Group : Ulster Bank North - Open Banking Accounts - Ebanking) with Page ID: sd1vl4q7mw8c and Component ID: g8f2h4nyhvvm

The Partial Outage was recorded in Statuspage for the rest API calls (Retrieve Balances and so on) in the same Ebanking workflow. In the activity log, the Partial Outage was recorded for accounts and all other calls but Partial Outage of Retrieve Accounts was not reflected on the Statuspage. Can I get a proper explanation for this issue about how this happened? Is this a general scenario or an exceptional case? Please resolve this issue ASAP.
