Why can I not see an SMS Subscriber, but when I try to add it, it says it's already there?

I am trying to remove and re-add a SMS Statuspage subscriber.  The phone number does not show up in the GUI or if I do an API call, but when I try to add it, it says it's already added.  Is there a way to clear this phone number out so that I can add it back in?
